Het Italiaanse kiesstelsel is ‘zwijnerij’. Daarom: een handleiding bij de uitslag

Het Italiaanse kiesstelsel zit zo vreemd in elkaar dat zelfs de opsteller ervan, zeven jaar geleden, het “zwijnerij” heeft genoemd. Een korte uitleg, voor als vanaf drie uur de uitslagen binnendruppelen.


Italianen hebben gisteren en vandaag voor zowel de Kamer van Afgevaardigden als de Senaat gekozen. Maar de regels zijn verschillend. Zo moet je om voor de Senaat te stemmen niet 18, maar 25 jaar zijn. Daardoor zou het kunnen dat Grillo en zijn protestpartij, populair bij veel jongeren, het minder goed doen in de Senaat.


GROOTSTE PARTIJ IN HUIS VAN AFGEVAARDIGDEN? EEN BONUS

Er is nog een belangrijk verschil. De stemmen voor het Huis van Afgevaardigden worden landelijk geteld. Dan komt er een bonus voor de grootste partij. Ook al heeft die maar een derde van de stemmen, de grootste partij krijgt toch 55 procent van de Kamerzetels. De rest wordt evenredig verdeeld over de andere partijen.

Als dit de einduitslag wordt moeten er opnieuw verkiezingen gehouden worden




De sociaaldemocraat Pier Luigi Bersani (foto) wordt waarschijnlijk de nieuwe premier van Italië, maar er dreigt een onwerkbare situatie te ontstaan waardoor een nieuwe stembusgang onvermijdelijk wordt. Het land blijkt hopeloos verdeeld.


Bersani’s centrumlinkse blok heeft in de Kamer van Afgevaardigden (de Italiaanse Tweede Kamer) een meerderheid gehaald, maar dat is niet het geval in de Senaat. Het rechtse blok van Silvio Berlusconi heeft inmiddels de Senaatsoverwinning opgeëist.


De Senaat heeft in Italië evenveel macht als de Kamer, dus een meerderheid in beide Kamers is nodig om te kunnen regeren. BBC News en de Volkskrant schrijven dat de eerste uitslagen wijzen in de richting van een impasse. Ook de NOS spreekt van een dreigende politieke patstelling in Italië. Het tellen van de stemmen is nog in volle gang.


Stefano Fassina, economisch woordvoerder van Bersani, zei op de Italiaanse tv: ‘Het scenario dat we tot nu toe terugzien in de projecties suggereert dat er geen stabiele regering gevormd kan worden en dat we opnieuw naar de stembus zullen moeten.’

Tot nu toe is 70 procent van de stemmen geteld. Dit heeft minister van Binnenlandse Zaken Anna Maria Cancellieri bekendgemaakt tijdens een persconferentie.


De rond middernacht verwachte uitslag van de Kamerverkiezingen laat mogelijk op zich wachten tot 01.00 uur dinsdagochtend. „Ik hoop dat we dan allemaal kunnen gaan slapen”, aldus de bewindsvrouw tegen de verzamelde pers. „Goed werk verder!”.

New Jersey-born Sam Hilt is a seasoned tour guide for Tuscany Tours, who recently wrote Turning Tuscan: A Step-by-Step Guide to Going Native, a book that changes the rule of what a “guide” should be.


The book itself has a certain casual and friendly prose, almost as if Hilt himself were reading to you and walking you through various places in Italy. His first-person style gives it a genial tone that never sounds like braggadocio.


As an expert in Renaissance art, Hilt will take you on narrative walks with him, not just through museums and countrysides but to local families sharing meals. In fact, his chapter on Eating Rituals has some amusing and insightful moments that The Daily Meal has excerpted below.


“The chapter doesn’t deal with specific recipes or rave about how wonderful Alfredo’s lasagna was,” said Hilt. “My focus is on the rituals surrounding food in Tuscany: the unwritten rules around when, what and how people relate to their meals.”


“Much has been written about the glories of Italian cuisine,” he goes on to add. “And the passion that all Italians share for eating very well whenever possible is hardly a secret. People from Le Marche, Italy - World Famous Marchigiani!

Whilst that beautiful Italian region nestling between the Apennines and the Adriatic- Le Marche - has only been “discovered” relatively recently by foreign visitors, it has curiously been the birth place of some of the world’s most famous Italians!


Whilst the painter Raphael’s final resting place may the Pantheon in Rome, where a small crowd is always to be found gathered around his tomb, this perennial High Renaissance favourite was in fact born in Urbino in 1483. Although small, 15th century Urbino had acquired artistic importance during the lifetime of Federigo da Montefeltro, the first Duke of Urbino who died in the year of Raphael’s birth.


The Sibillini mountain range is sometimes referred to as the Monti Azzurri – literally the Blue Mountains – a description taken from Memories (Le Ricordanze), an autobiographical poem by Giacomo Leopardi (1798 -1837) which invokes childhood and adolescence memories including the views from Recanati towards the Sibilini and the Adriatic sea. The works of Italy’s greatest lyric poet Giacomo Leopardi are obligatory reading for every pupil in Italy – think of how Shakespeare is regarded in the United Kingdom and you get an idea of his importance to Italians and his place in the school curriculum! His birth place at Recanati is now a shrine to his life with streets and squares all changed to Leopardi-themed names and his home a museum.


Recanati was also the birthplace of celebrated tenor Beniamino Gigli (1890-1957) although arguably the region’s most famous opera connection is that it can boast to being the birth place of Gioachino Rossini. The world famous composer of The Barber of Seville was born in Pesaro in 1792, where every year since 1980 a huge and internationally renowned opera festival - The Rossini Opera Festival – has been held in his honour.


Mario Giacomelli was born in Senigallia in 1925 where he also died in 2000. He is famous as the photographer who put Le Marche on the map with his stunning landscapes of the rolling Marche countryside predominantly taken in black and white.


And finally, a famous woman from Le Marche - Maria Montessori (1870 – 1952) – the Italian educator and humanitarian whose Montessori method of education is in use today in schools throughout the world. She was born in Chiaravalle in the province of Ancona.


One of the most well known Marchigiani in the world today is MotoGP motorcycle champion Valentino Rossi who hails from Tavullia in the province of Pesaro. A charismatic personality and motorcycling genius he’s a national hero in Italy and has been a huge ambassador for the sport.

Want zoiets doe je uiteraard niet zelf als je George Clooney of Julia Roberts heet, dat spreekt voor zich. La bella Italia zou geen bella Italia zijn als ‘wij’ ook niet zo’n pareltje hadden en dat hebben ‘wij’. En wat voor één! Linguine al vino rosso (Linguini with Red Wine Sauce)

Ingredients

Serves 4-6 people


400g (14 oz) linguini or other long pasta2-3 garlic cloves, slightly crushed and peeledOlive oil500 ml (2 cups) of a full-bodied red wine (see Notes)Salt and pepperA handful of pitted black olives, perferably Gaeta or nicoise (optional)A few sprigs of parsley, finely chopped (optional)

Directions

Put the pasta on the boil, cook in well salted water until al dente.


While the water is coming to a boil, sauté the garlic cloves in olive oil in a large skillet. When the garlic cloves are just beginning to brown, remove them. Then add the red wine. Let the wine reduce until it is quite syrupy. Just before the wine is fully reduced, add the olives if using.


When the pasta is done, drain it (but not too thoroughly) and add it to the skillet with the wine reduction. Mix the pasta and wine reduction well, and let the pasta absorb the wine almost entirely. The pasta should remain quite moist, so it ‘slithers’ around.


Serve the pasta immediately, if you like with a sprinkling of parsley on top for color (although I actually like the darkness of the dish without it).

Papierwinkel Fabriano te Rome maakte vanwege 150 jaar Italiaanse eenheid een reeks notitieboeken met 150 belangrijke Italianen in kunst, muziek en wetenschap.


Naast de boekwinkels die ik eergisteren noemde, kan ik in Rome nooit wachten tot ik me te buiten mag gaan aan de mooie schriftjes, kaarten, notitieboekjes en andere papierwaren. De mooiste papierwarenwinkel is genoemd naar het stadje in De Marken waar ik gisteren over schreef, Fabriano.


Een bezoek aan Fabriano brengt gegarandeerd de schrijver in iedereen naar boven. In de winkel aan de Via del Babuino in Rome weet je gewoon niet waar je moet kijken – en al helemaal niet wat je moet kopen. Een deel van de winkel is gereserveerd voor notitieboekjes in alle soorten en maten; groot en klein, zwart en felgekleurd, met en zonder extra opbergvakjes en sluitingen, met en zonder opschrift…

Tal van Italiaanse kiezers die zondag enthousiast hun politieke voorkeur delen via Facebook, riskeren celstraf. Het fotograferen van een reeds ingevuld stembiljet is namelijk in Italië verboden.




Hieraan herinnert de krant La Repubblica op zijn website. Het zijn vooral aanhangers van de Beweging 5 Sterren van de komiek Beppe Grillo die hun gemaakte keuze via de socialenetwerksite op internet documenteren.

Ook paardenvlees gevonden in Italiaanse lasagnes

Er is nu ook paardenvlees gevonden in lasagnebereidingen uit Italië, gemaakt door het bedrijf Primia uit de streek van Bologna. Dat meldt het Italiaanse persagentschap Ansa. Het paardenvlees, niet vermeld op het etiket, werd gevonden in bevroren lasagne van 600 gram.




Het gaat om een eerste positieve test in Italië sinds het uitbreken van het schandaal waarbij paardenvlees opduikt in rundsproducten.



Het Italiaanse product werd uit de verkoop gehaald en zes ton gehakt en 2.400 bereidingen ‘lasagne bolognaise’ zijn in beslag genomen.



Primia gebruikte gehakt van het bedrijf DIA uit Calcinato, dat zijn vlees dan weer haalde bij twee bedrijven uit Brescia. Daar zijn controles aan de gang.



Eerder op de dag had het ministerie van Volksgezondheid al aangegeven dat er geen sporen van paardenvlees werden gevonden in de stalen van bevroren gehaktbereidingen van Nestlé die donderdag in beslag waren genomen.

Family traditions in the kitchen define chef Giacomo Pasquini’s passion for cooking. Memories of sharing simple yet flavourful family recipes with both of his grandmothers have inspired and shaped Pasquini’s culinary skills which he masterfully applies as chef at Vertical Restaurant. I had the pleasure of first meeting Giacomo Pasquini at Feast of Fields where he prepared a delicious, homemade, red fife strozzapretti pasta in a venison corn ragu topped with venison loin. As a native of Italy’s Le Marche region, Pasquini says that “there’s a bad rap for food in North America,” yet Canada has an abundance of quality ingredients with which one can easily prepare a healthy, flavourful meal. He kindly took the time to show me how it’s done in his kitchen at Vertical Restaurant in Toronto’s First Canadian Place. One can sample Pasquini’s delectable dishes with true Italian flavour using the freshest local ingredients available on a daily basis. True Italian flavour means more than food to Giacomo, it’s about connecting; connecting with the ingredients and where they come from. This strong belief of Giacomo’s is quite evident in the many outstanding dishes he prepares at Vertical including Warm Acorn Squash salad with speck and dandelion, Pappardelle in a slow roasted wild boar ragu, as well as his traditional Piadina of Le Marche region. It’s about making the connection between the history of food and how it’s prepared throughout the entire country from the North to the South of Italy. But it’s mostly connecting with people. Food has always had a social aspect to it. On this note, Pasquini explains that one of his favourite times to “share” in the food making experience is during the annual homemade “passata” event which takes place at the restuarant’s spacious rooftop patio surrounded by business towers. Giacomo and his culinary team look forward to this event as a way of connecting with one another. “We all get together surrounded by bushels and bushels of plum tomatoes making sauce, laughing and learning like our families have done for centuries”. Guidebooks and visitors rarely praise Puglia for its natural attractions, which seems quite understandable compared to the breathtaking beauty of more spectacular Italian regions like the northern lakes, Liguria, Toscana and Campania. Still, most places wane when measured by these standards, and Puglia can be real pretty outside the tourist triangle of Castel del Monte, Alberobello and Barocco Leccese.
